Key stakeholders in the PPP concept include a discussion:

1. National:
   HSR -SWAPs, Annual Reviews, PRSPs
   • Here a participation of the key Public (MOH,PORALG) and private (APHTA, CSSC,TCRP, CSOs,CBOs) in ongoing HSR and LGR dialogue is discussed.
     
     
2. Regional:
   The analysis of the Regional Secretariat and the involvement of the private Sector in Administative Management, Advisory and in Service Provision is discussed.
   
   • Possibilities of the region in backstopping PPP developing institutions at council level analysed.
     
     
   • The Regional level compiles both the technical and implementation plans for the national level for funding considerations.
   • Regional Hospital boards are under construction as management support structures at the regional hospital level. The composition includes both public(service users and service providers) as well as private service representatives.

   • Emerging Decentralisation and empowerment Institutions including the Council, Health Boards,Facility Governing Commitees and Health Planning teams are analysed.
