PPP Advocacy



Although Public Private partnership concept is historical in Tanzania, there lacks championship to drive the process. The private waits for the public (mainly Government ) while the latter claims the private is not coming up .

Advocacy at different levels (Policy,Regional and operational level).

The TGPSH-PPP component contributes to the National Health Sector Reform (HSR) team in term of Human resources and technical support. The team conducts advocacy to different levels of the target population, in the 4 programme regions and the individual councils. The advocacy is meant to promote understanding of the HSR, acceptance of the partnership and putting in place the partnership teams for planning (Council Health Planning Teams [CHPTs]) and Facility Governing Committees (FGCs) and the Council Health Service Boards. The 3 levels of advocacy provide representation of the government Health Service users, Private sector and voluntary agencies.

Health Sector and Local Government Reform Advocacy have been conducted countrywide and to different levels and sections of the Society. The long bureaucratic process of processing the by-law for the establishment of the Council Health Service Boards, Facility Governing Committees and the CHF, has affected the speed of establishing these Institutional Structures. Despite the fact that all 110 Councils have been sensitized and passed their by-law , only 49 CHSB have been inaugurated .Inauguration takes place after the By-law have been gazzeted in the Government gazette.
