Decentralized Subsidiary (Public and Private) Health Services

Background

Communities are entitled to receive the highest achievable quality of care in all health facilities at all levels. Health facilities, both public and private, strive to provide services that  satisfyh users and providers. TGPSH works with the central Ministry of Health and Social Welfare (MoHSW) to strengthen the health system and develop the capacities of health authorities and healthcare providers.Regional support structures and district health systems in  in Lindi, Mbeya, Mtwara and Tanga are strengthened to implement approaches aimed at increasing access, effectiveness and efficiency of health services.

Approach

TGPSH contributes to the development and improvement of policies and policy guidelines. The programme actively participates in Technical Working Groups supporting the Sector Wide Approach in Health. Also, innovative approaches and tools are developed in collaboration with the  MoHSW that contribute to the implementation of the HSSPIII.

Tools such as the costing tool, planning tools, reporting tools and performance assessment tools have been developed to facilitate the implementation of strategies.

The programme offers capacity development to key partners namely the Regional Health Management Teams, Council Health Management Teams as well as the Hospital Management Teams.

Results

The first guideline for district health planning was developed  with support from TGPSH , subsequently adapted by the MoHSW and rolled out to all districts in the country. 

A comprehensive hospital performance assessment is used to systematically monitor the quality of key services. 22 hospitals have established quality improvement teams which periodically meet, conduct hospital performance assessments and formulate and update quality improvement action plans which lead to an improved quality of care. 

Deveopment of the Primary Health Care tool  whih visualizes the performance of specific National Health Management Information System indicators and compares the performances of the indicators over years and across districts in the region. This tool  provides the necessary information to better allocate resources during planning. 

TGPSH supported the negotiation of the first Service Agreement (SA)  between Bumbuli Hospital and Lushoto District Council in 2009. By June 2011 a total of 16 SAs were signed in the four  programme regions. SAs have increased the accessibility to affordable services of good quality provided by private providers.
