Modular District Health Management Course



One of the key objectives of the "Human Resources for Health" Component is to build management capacity at district level and support the health services decentralisation process for the health sector  reform. Development of the  Modular District Health Management Course was  identified as a priority to further strengthen the management capacity of the Council Health Management Teams (CHMTs) whereby a shift from the past focus on the individual towards team building, and from an emphasis on knowledge towards skills development is advocated.

Following the Planning Workshop held with all stakeholders in Arusha in January 2003, the participants designed an outline for a modular district management course which contained compulsory basic parts as well as modules for specialisation. CHMTs were given the opportunity to join management training within their zones. Individually, they  choose optional modules to collect further credits and acquire an award to suit the needs of adult learners distance learning including computer based tools like CD-Roms or internet base e-learning modules will be included.

The following eight Core modules will be accomplished: Health Sector Reform and the District Health System, promoting partnership at District Level, Management of Health Resources, Planning of District Health Services, Quality Improvement of District health Services, multisectoral Disease Control in the District based on the example of HIV/AIDS, Health Financing, and Health Care technical Services.

The course is accredited by the National Council for Technical Education (NACTE) and is currently offered in four ZTCs/ZHTIs.

Under www.GC21.de the user gains access to interactive training programmes, discussion forums, important contact addresses, access to networks, annotated collections of links and direct access to literature data bases. The site has various online tools, such as chat forums, virtual workspaces, e.t.c. The is also an online help feature , which provides quick orientation and assists the user to familiarize with  all programmes. Trained tutors look after the dialogue forums, online courses and networks and are readily available to answer questions.

The component Human Resources for Health (HRH) of  TGPSH has different virtual workspaces, e.g. "HRD Health Tanzania" which provides information on the programme and general information on the health sector in Tanzania for all participants and interested individuals. Furthermore, trainers, curriculum developers as well as the Steering Committee of the component from both Tanzania and Germany work together on the platform in special workspaces.

InWEnt furthermore provides a number of relevant training courses which are organized regionally. Wheras, the Modular Diploma Course on "District Health Management" is only available in Tanzania. All other courses that are listed below are provided in several African countries (e.g. Cameroon, Kenya, Malawi, Rwanda, Namibia, etc.)
