This paper has been outlined on the basis of discussions held with regional and local government (DED, DCDOs) of two districts (Mbeya Urban, Kyela), members of the Council Multisectoral HIV/AIDS committees (CMACs), selected members of the Civil Society (NGOs, FBOs, TANGO) and representatives of international development agencies (CARE, DED, UNAIDS) and within the Multisectoral HIV/AIDS Control Component. The paper entails the stepwise development and application of assessment tools of Civil Society Actors in the pilot districts of Mbeya-Region (Mbeya-Urban, Kyela-District).
