TGPSH is assisting the MoH technically in replicating and strenghtening management of Community Health Funds in the country. CHFs are quasi health insurance funds at district level offering preventive and curative primary health care services to its members.

TGPSH is supporting the Tanzania Network of Community Health Funds (TNCHF) which is a national non governmental organisation being the umbrella for community and provider based insurance schemes and health funds in the country. The TNCHF has been created in October 2003. During the initial phase contribution has been given to the elaboration of the constitution, the bylaws and the elaboration of the Memorandum of Understanding with the MoH.

The objectives of the TNCHF are to:

  • Provide management and technical support to CHFs and Micro Health Insurance Schemes (MHIS)
  • Support expansion and replication of CHFs and MHIS
  • Offer organizational development

Services offered by the Network are:

  • Promotion of CHFs and MHIS in Tanzania
  • Lobbying CHFs and MHIS in negotiations on their funding and legislation
  • Provision of human resources and technical management support and training to members and staff of CHFs and MHIS
  • Provision of information on health issues to members
  • Offer support to small community based groups or joint schemes in capacity buidling activities
  • Research and documentation of issues directly linked and of interest to the network
  • Advocacy in relation to access to health services by the poor.

In order to render technical support to member schemes a professional service unit within the TNCHF has been created. This unit called Comprehensive Health Insurance Competence (CHIC) is supporting members in management and organisation of their schemes. The development of the unit is assisted by TGPSH sector project on social health insurances. See also www.gtz.de/healthins
