Comprehensive Council Health Plan Guidelines (2004)
This documents guides the preparation of the annual CCHPs and specifies the rules on the use of funds from the Government Health Block Grant and the Development Partner funded Health Basket Fund.

National Health Policy (2003)
The framework document for the longer term development of the Tanzanian health sector. It sets out the Vision, Mission and Objectives of the health sector and outlines the general direction of development of the sector.

MKUKUTA - Tanzania Poverty Reduction Strategy Paper
MKUKUTA is Tanzanias second generation Poverty Reduction Strategy Paper, covering the years 2005-2010. It provides the Government framework for developing the economy and reduce poverty. It operationalizes the long term strategy Vision 2020.

Social Security Policy (2003)
This framework document for social security was published by the Ministry of labour, Youth Development and Sports, but also contains some references to the health sector.

NHIF Act (1999)
The National Health Insurance Fund Act establishes the NHIF and details the rules of its structure, administration, membership and other issues.

NHIF Act Amendment (2002)
This Act amends the NHIF Act (1999), extending the eligibility from civil servant to all public employees and makes some other minor changes.

NHIF Act Amendment (2005)
This Act amends the NHIF Act (1999), authorizing the Minister of Health to establish a negative list of services to be excluded from reimbursement.

CHF Act (2001)
The Community Health Funds Act establishes the CHF and governs membership, administration and various other issues related to the functions of the fund.

MoU NHIF-MOHSW-PMO-RALG on management of the CHF (2009)
The Memorandum of Understanding between the National Health Insurance Fund, the Ministry of Health and Social Welfare and the Prime Minister's Office - Regional Administration and Local Government shifts the administration of the CHFs from the MOHSW to the NHIF for a duration of 3 years (until 2012).

Social Security Regulation Authority Act (2008)
The SSRA Act establishes the SSRA and determines that a new authority governing all social security funds, including those dealing with health affairs (NSSF, NHIF), while specifying that questions of investment will be supervised by the Bank of Tanzania.

This paper describes the CHF and its design in preparation of the nationwide roll-out after conclusion of the CHF pilots in Igunga and six other Districts.

CHF Cookbook - A manual for CHF Practitioners from Tanga Region (RCCC 2006)
This is a guide for the whole operation of the CHF, from establishment over enrolment strategies to fund management. The Cookbook was developed with assistance from TGPSH and a new edition (also in Kiswahili) will be published soon.The CHIC Concept (TGPSH 2008)A Centre for Health Insurance Competence (CHIC) is an umbrella organisation for community based health insurances rendering technical advice to its members. This paper describes the functioning of the TNCHF as the Tanzanian CHIC.

TGPSH Factsheet - The CHIC
This 2008 TGPSH factsheet gives details on the concept of Competence in Health Insurance Centres (CHICs) and examines the role of the Tanzanian Network of CHFs (TNCHF), which is the Tanzanian CHIC.

CHFs in Tanzania (Mtei and Mulligan 2007)
This study reviews 27 studies on the Tanzanian CHF or communicty based financing elsewhere and a number of MOHSW and URT documents on the CHF (e.g. guidelines, Acts etc). The main findings are: (1) Enrolment has been low, with up and downs and with particular problems in re-enrolment. (2) Waivers (and partially exemptions) are generally not working well, although some districts have ahd some success; there is no cross-subsidization between districts. (3) Fund management is a problem and community participation low. (4) Some service improvements have been reported but lack of coverage of referral services and non-portability are problems.

CHF: Assessment of Hanang District (Musau, 2004)
Musau 2004: "The Community Health Fund: Assessing Implementation of New Management Procedures in Hanang District, Tanzania" looks at the experience of the CHF in Hanang district after a the introduction of new management guidelines. Main findings include low adherence to reporting requirements, lack of community involvement due to missing allowances, and low membership in CHF and, as a consequence, low revenue generation.

Assessment of the CHF in Hanang District, Tanzania (Chee et al. 2002)
This study provides a close-up of the functioning of the CHF in Hanang District. Among the main findings are low and falling enrolment rates, concentration of the use of funds in the District Hospital, and the existence of unused funds.

Social Health Insurance for rural populations - The Tanzanian CHF (PPT: Kuper 2008)
Presentation by TGPSH on the CHF as a way to provide social health insurance to underserviced rural populations. With a focus on group enrolment / linkages to cooperatives and Microfinance Institutions.

CBHI: Experience and Lessons learned in East Africa (Musau 1999)
Study on community based health insurance in Uganda, Kenya and Tanzania. For the Tanzanian CHF main findings are: (1) Moral Hazard (overutilization) seems to be a problem. (2) Some people unable to pay are denied care. (3) Data management is a problem. (4) Ratio User-fee/CHF premium needs to be adapted.

Tanzania's CHF: Prepayment as an Alternative to User-Fees (Shaw 2002)
This study evaluates the initial CHF pilot in Igunga. It comes to the conclusion that the CHF has made a modest positive contribution to quality and equity in health service provision, which is as much as can be expected in an extremely resource-poor setting.

Collaborative research between the Institute of Tropical Medicine (ITM) Antwerp,the German Technical Cooperation (GTZ) within the Tanzanian German Programme to Support Health (TGPSH), the Tanzania Network of Community Health Funds (TNCHF),the Muhimbili University of Health and Allied Sciences (MUHAS) and the Institute of Finance Management (IFM) ,formed on the ground of common interest and extensive experience in the area of community health financing activities as alternative health financing solution for developing countries.
