District Management
The Tanzanian health policy including the health sector reform approach put the district at the centre of all activities.
The country is divided into 22 regions and 115 districts. The programme area encompasses more than 20 districts whose populations vary between 45.000 to 500.000 people.
Usually a Council Health Management Team (CHMT) manages a network of dispensaries and health centres (first line health facilities) and a district hospital, which is the referral hospital for all patients in need of hospital care.
The management tasks of the CHMT include planning and budgeting, implementation of the planned activities, supervision of all health facilities as well as human resource management.
Furthermore CHMTs should be responsive to the needs and demands of the population and maintain open dialogue with all structures representing the local people (Village Health Committees, Council Health Service Boards etc.)
Another important management task is to follow up the development of the health situation by collection of routine data and data analysis for decision-making.
