Gender Mainstreaming
Background:
Gender mainstreaming is understood as a strategy for making the concerns and experiences of both men and women integral to the design, implementation, monitoring and evaluation of policies and programmes in all spheres. It has been an explicit strategy of International Development Cooperation at least since the 4th World Conference on Women in 1995 in Beijing. The approach of gender mainstreaming grew out of national and international policy activities to promote gender equality. It contains reflections of the exploration of the interrelation between gender discrimination, poverty and ill health. This concept on gender equality is a binding guideline for German development co-operation as well. The GTZ corporate strategy on gender mainstreaming aims to adapt a gender perspective into overall policies and to work towards the goal of real equality between men and women. Further, gender is a cross-cutting issue in German and International Development Cooperation which has to be followed-up in the routine work.
Approach:
Gender mainstreaming is well established in the TGPSH both in regards to internal policies as well as across the spectrum of supported interventions. Gender sensitivity in the areas of sexual and reproductive health and HIV and AIDS has long been a hallmark of the German Development Cooperation. The programme tackles to pay attention to gender sensitivity in areas such as contractual arrangements with service providers, health insurance schemes and quality management.
Moreover, TGPSH has appointed a Gender focal person to follow-up gender sensitivity within the programme and to attend gender related activities.
Activities:
TGPSH aims to put a gender oriented approach into action in all its activities. This includes bringing up gender topics in the communication and cooperation with the Tanzanian partners and other development partners.
Therefore, emphasis is put on the dialogue on how gender issues are related to many facets of a public health programme and how a gender sensitive perspective can enrich interventions (see Gender-HRBA-matrix).
